HMRC will be altering IR35 rules in the coming months but the controversial tax measure has already had dramatic impacts on the economic landscape. The introduction of IR35 back in 2000 led to the emergence of umbrella companies which according to expert analysis are not only exploiting the system, but could be acting outright illegally.
