THERE was a famous comedy sketch written by the late Victoria Wood that featured a TV announcer with a cut-glass accent saying: "We'd like to apologise to our viewers in the North. It must be awful for them." As a summary of snobby attitudes towards the North of England, it was deadly accurate and since then no government has been able to shift the dial.
