WHEN the Berlin Wall came down in 1989, Vladimir Putin was a KGB agent attached to the Russian consulate in Dresden. Angry demonstrators in the city first ransacked the offices of the Stasi, the hated East German secret police, before turning their attention to the building occupied by Major Putin and his comrades.
