A FUGITIVE convicted of murder, who was once on Interpol's most-wanted list, is free to roam Britain. And since coming here from Albania, Hektor Mahmutaj, 42, has gone on a crime spree. A decade ago he was jailed for two-and-a-half years at Liverpool Crown Court for possession of firearms.
