YESTERDAY'S speech by Andrew Parker, the director general of MI5, was extraordinary on any number of levels. It has only been a few years since governments officially refused even to confirm the existence of MI5 and MI6. The idea that the head of one of the security services would be able to make a speech in public – let alone a speech in a foreign country – would have been dismissed as ridiculous.
