IT IS estimated that there are 40,000 victims of the Troubles, people who lost their lives, or were mentally or physically damaged in some way. Yet government proposals for the Historical Investigations Unit, to implement the Northern Ireland legacy consultation, will only examine 1,700 of the 3,500 fatalities, including every death caused by British military personnel and members of law enforcement agencies.
