It's easy to ridicule Labour over its COVID-19 response. While Sir Keir Starmer demands that the entire country locks down for at least a fortnight, his colleague Andy Burnham, the mayor of Greater Manchester, campaigns against any further tightening of the screw in his patch up to Tier 3 - unless Manchester gets massive extra compensation, which he may - or may not - yet achieve.
