WELL, it could have been worse. In the face of intense pressure Chancellor Philip Hammond managed to create a Budget that carried enough positives to face down his critics, while – as far as we can tell at this early stage – managing to avoid the elephant traps both he and previous incumbents of Number 11 have fallen into in the past. But two areas stand out.
