THE EUROPEAN Central Bank has come down hard on Latvia's third largest lender in the wake of allegations from money laundering accusations from US authorities. ECB bosses told Latvia's banking supervisor to impose a moratorium on ABLV bank to freeze all payments by the bank on its liabilities.
